The government has no plans to alter the winter break schedule for schools in Kashmir, and the previously issued order will remain in effect, even if weather conditions improve, Director of School Education, GN Itoo, confirmed on Saturday.
Speaking at a felicitation event for 122 newly promoted principals at Kothibagh Higher Secondary School, Itoo reassured that the winter vacation schedule would not be revised. “The government has already issued an order regarding the winter break, and there will be no changes, regardless of any improvement in weather conditions,” he stated.

Transport Fees Capped at 50% for Winter Months
Addressing concerns about school transport fees, Itoo emphasized that parents are only required to pay 50% of the transport charges during the winter months. He warned that any school found violating this rule would face strict action.
Committee to Address Capitation Fees & Extra Charges
Regarding complaints that some schools are pressuring parents to pay capitation fees and other miscellaneous charges, Itoo assured that the issue is being taken seriously. “A committee led by the Joint Director of School Education will investigate and resolve this matter within a specific timeframe,” he said.
Government Ensures Textbook Distribution Before Schools Reopen
Itoo also addressed concerns about the shortage of government-supplied textbooks. He revealed that 60% of free textbooks have already been distributed to government schools in Kashmir. “Since the decision to restore the November-December academic session up to Class 9 was made on short notice, the Jammu and Kashmir Board of School Education (JKBOSE) had limited time for preparation. However, we are ensuring 100% textbook distribution before schools reopen after winter vacation,” he assured.
Board Exams to Be Held Transparently
When asked about preparations for upcoming board exams, Itoo confirmed that everything is on track. “The exams will be conducted in a fair and transparent manner, following the directive of the education minister. A recent meeting attended by the Chairman of JKBOSE, the Administrative Secretary, and all Chief Education Officers (CEOs) reinforced this commitment,” he stated.
To ensure smooth coordination, especially in mountainous regions, another high-level meeting will be chaired by the minister, involving officials from JKBOSE, the Directorate of School Education Kashmir (DSEK), senior police officers (SSPs), and Deputy Commissioners (DCs).
