Subject: Conduct of School-Based Class 8th Annual Examination under the New Assessment Policy aligned with NEP-2020 and RTE Act, 2009.

ORDER

In continuation of the reforms envisaged under the National Education Policy (NEP)-2020 and the Right to Education Act, 2009, the Government of Jammu and Kashmir has notified a new framework for the conduct of School-Based Summative Assessments / Annual Examinations for Class 8th.

  1. As per this policy, from the Academic Session 2024-25 onward, the Annual Summative Examination for Class 8th shall be conducted by individual schools, including both Government and recognized Private Institutions, in accordance with the guidelines issued by the School Education Department (SED-JK).
  2. The new framework aims to promote competency-based learning, discouraging rote memorization and emphasizing conceptual understanding, analytical ability, and critical thinking among students.
  3. The Secretary, School Education Department, Shri Ram Niwas Sharma (IAS), has underscored the importance of regular School-Based Assessments (SBA) and Summative Assessments (SA) across all grades, particularly in Classes 5th and 8th, which are key transition stages under NEP-2020.
  4. Remedial Support & Supplementary Assessment:
    Students who do not attain the prescribed competency levels shall be provided remedial teaching, followed by a supplementary assessment focusing on identified learning competencies.
  5. Role of DIETs and Cluster Heads:
    District Institutes of Education and Training (DIETs) shall maintain a complete database of Class 8th students through Cluster Heads to ensure transparency and accountability in the examination and evaluation process.

    The SCERT and DIETs shall organize orientation and training programmes for Teachers and Cluster Heads focusing on:

  • Use of Holistic Progress Cards (HPC)
  • Strengthening data management and evaluation systems
  1. Common Question Papers:
    School Heads shall prepare common question papers, giving priority to areas reflecting weaker performance as highlighted in the PARAKH Rashtriya Sarvekshan 2024 report.

  2. Date Sheet & Supervision:
    The DIET Principals, in coordination with Chief Education Officers (CEOs), Cluster Heads, and Zonal Education Officers (ZEOs), shall finalize and issue the date sheets under the overall supervision of the Director School Education concerned.

  1. Parent–Teacher Meetings (PTMs):
    All Heads of Institutions shall ensure regular PTMs to strengthen communication between schools and parents and to monitor student progress effectively.
