The Chief Education Officer (CEO) Jammu has issued a circular directing strict regulation of teaching staff movement during school timings. The order comes after it was observed that many teachers frequently leave their institutions during working hours on the pretext of being “On Duty,” which, according to the circular, is affecting academic functioning and discipline.
The circular emphasizes that such behavior is “highly objectionable” and negatively impacts both learning outcomes and school management.
Monitoring to Be Strengthened
The CEO has directed:
- Cluster Heads,
- Zonal Education Officers, and
- Heads of Institutions (HOIs)
to strictly monitor the attendance and presence of teaching staff in all schools under their jurisdiction.
Officials have been instructed to:
- Identify staff who frequently remain outside school during duty hours,
- Verify the factual position, and
- Submit a detailed report for disciplinary action.
Warning of Disciplinary Action
The circular makes it clear:
Any violation of the instructions will be viewed seriously and may invite disciplinary action.
This step aims to ensure:
